Uchiha Shisui bowed at a perfect ninety-degree angle, his face full of remorse.
Only after the Tailed Beasts cornered him did he realize that the new station's opening—and the plan for what to do with the Tailed Beasts—was still an undisclosed secret, never discussed with them.
As a result of him spilling the beans, the Tailed Beasts, in strict accordance with the "Tailed Beast No-Entry" regulations, went to the station to protest. They caused quite a disturbance for the staff. Feeling personally responsible, Shisui promised to find them new jobs as soon as possible—
Because while sending a text over Web Net cost no contribution, actually living—food, drink, services—did require contribution in the real world. And not every Tailed Beast was content to just remain sealed quietly inside a jinchūriki's body.
With Web Net's information explosion, the Tailed Beasts—once relatively simple-minded—had quickly picked up new hobbies.
In short, they needed contribution points and also needed the Alliance to give them an official identity and a job. Since the Alliance didn't allow private individuals to hire or capture Tailed Beasts (their power was too dangerous) and also forbade them from wandering into populated areas at will, if the Alliance itself wouldn't hire them, they'd be left unemployed—and quite possibly kicked out of Web Net entirely.
That was unacceptable to the Tailed Beasts.
The Alliance itself was in a tricky spot. Most of the jobs Tailed Beasts could do could just as easily be done by humans. When it came to sustained chakra output, materials from the Divine Tree's bark and leaves made human-based solutions far more practical and cheaper. At the same time, they couldn't just let Tailed Beasts roam free—if someone misused one, even the Alliance would have trouble. Tailed Beasts were essentially high-risk weapons.
"Sigh…"
Tobirama #1 heaved a deep sigh, packed with complicated emotions, and after a moment said, "It's okay."
Shisui, hearing all the weariness in that sigh, said earnestly, "Leave it to me. Please give the Uchiha clan the responsibility of watching over the Tailed Beasts."
"That's… difficult…" Tobirama #1's expression showed hesitance.
"Please," Shisui repeated, bowing a second time, "let me serve the cause of peace."
"Fine, all right." Tobirama #1 acted like he'd been persuaded. He pulled out a file labeled [Confidential] and said, "In that case, we'll count on you."
"Don't worry," Shisui said, deeply moved by the trust placed in him. Bowing a third time, he added, "Thank you so much for your confidence."
With that, he left the committee office with a determined look in his eyes.
But as soon as his overheated brain cooled off, he walked toward his own office feeling rather distressed. Agreeing had been the easy part—actually solving all these issues was another story. Tailed Beasts were hot potatoes.
Setting them up, managing them—everything required money. Most of his own considerable contribution points had been handed over to Sasuke because he wouldn't have been revived without him, and now he was short a large amount of contribution. Where was he supposed to find it? Sigh…

Two older versions of Koharu Utatane shook hands. One was from the Main World; one was a native of the Final-Chapter World.
These two were, in fact, at the core of the women's shinobi mutual-aid group. The third core member was off to the side, yawning.
"Haah~aa…" The Final-Chapter Tsunade half-opened one eye; evidently, waking up so early for a meeting didn't suit her. "You guys are sure this plan'll let me earn enough contribution?"
She was also someone working hard to rack up contribution points in hopes of reincarnating her loved ones. Trouble is, she had too many people she wanted to resurrect—her boyfriend Dan Katō, her younger brother Nawaki, her grandfather Hashirama Senju, her friend Jiraiya.
Even resurrecting one person was already an enormous hurdle, so reviving all of them felt like a distant dream.
Plus, she knew her Main World self had become genuinely young again, so she also wanted to get the data on Senjutsu transformations, Original Cells, and so on.
She was drowning in contribution problems when Advisor Koharu approached her about joining the kunoichi mutual-aid group to supposedly make a lot of contribution.
"Travel, beauty—these are things we women really care about. Don't worry," said the younger, sharper-looking Koharu from the Main World. "With your skills and our connections, you'll earn plenty of contribution."
Women's spending was always big business, and female shinobi even more so: ninjas were prone to major spending, and being women multiplied that effect. Many kunoichi in the Alliance would blow their mission pay as soon as they got it.
Knock-knock-knock!
Someone rapped on the door, interrupting their conversation.
"Come in."

The door slid open, and the Final-Chapter World's Yuugao Uzuki poked her head in.
"Madams, everyone's arrived. Also, there are two guests not on the invitation list."
She, like many others, was striving to earn enough contribution to resurrect her boyfriend, which was why she was following Fifth Hokage Tsunade here.
Koharu #1 (the Main World version) stood up. "Let's go see, then."
The three left the tea room and headed to a large hall, where they found the two unexpected guests:
Asuma Sarutobi (from the Main World) and Tsunade (also from the Main World).
"What're you two doing here?" Koharu #1 asked.
Asuma scratched his head. "I've got a mission in this area. Figured I'd tag along with Kurenai."
Meanwhile, Tsunade #1 gave a complicated look at her future self—hard at work to resurrect her boyfriend—and pulled Anko Mitarashi close, saying, "I'm taking Anko off to vacation with me."
Incidentally, she'd also booked this trip via Koharu's network.
"Sorry, sorry, I'm late!"
From above, Final-Chapter Konoha jōnin Moegi Kazamatsuri dropped in swiftly. She was to serve as a guide. If hiring a jōnin as a tour guide seemed overkill, well… making contribution was nothing to sneeze at.
"Let's go~" Tsunade #1, half dragging the forlorn Anko against her will, left with Moegi in high spirits.

Anko mouthed a silent apology to her friend as she was whisked away.
"Well, I've gotta head off on my mission, too," Asuma said, feeling all the kunoichi's eyes upon him. He forced a grin, let go of Kurenai's hand, and vanished using the Body Flicker Technique.
