"How are things looking over there?" Tobirama #1 asked as he flipped through some documents.

He knew that living on Web Net always carried risks. If someone developed software specifically targeting Web Net, secrets could easily leak out. For instance, Yakushi Kabuto in the Main World had recently figured out how to link the Pure Land's Web Net with the living world's Web Net.

But that technique had to be kept under wraps for now. If just anyone could communicate with the dead, people wouldn't feel as strong a need for reincarnation or to earn contribution, and it would undermine the system Tobirama was building. He wanted to wait for the Alliance to stabilize and then possibly release the technique—limited and for a hefty price in contribution.

The documents he was reading concerned a plan to subtly encourage the Tailed Beasts to protest—and then send Uchiha Shisui in to handle it.

"The internal situations of the four major ninja villages have been more or less settled. Next, I'll arrange for them to send a delegation to visit and see the Alliance headquarters for themselves," Tobirama #2 replied, casually transferring some of the contribution from an online gambling app he'd developed into his personal account.

Since he'd decided to improve life in his own version of the Second World using the Alliance framework, he needed lots of contribution. His brothers, once they got hold of contribution, would only gamble it all away anyway, so he might as well let them lose it to him. But because his recent return to the Second World was short, each time he swindled his two older brothers it was fast and brutal. Next time, he'd probably have to switch to a different app.

Mulling all that over, he glanced back at Tobirama #1 and asked, "So, how's the plan for dealing with the Tailed Beasts coming along?"

"I've already managed to hook one volunteer."

Tobirama #1 didn't elaborate further.

"Uchiha, right?" Tobirama #2 said, nodding. "Shisui, I imagine."

Out of all who might be capable of managing the Tailed Beasts, Uchiha was the most convenient choice. The Mangekyō Sharingan was incredibly powerful.

As for the other Sasuke-types, each had a prickly personality and didn't feel much loyalty to the Alliance. Handing them the Tailed Beasts might backfire. Plus, they all had regrets they wanted to fix, so they were busy racking up contribution, not looking to do volunteer work. If the Alliance had to pay them in contribution, it would cost a fortune.

And contribution—this "virtual currency"—couldn't just be printed at will. Its credit-based nature was intertwined with the Alliance's credibility, so a small number of people hoarding a huge amount could destabilize the system. The Alliance's current approach was to let people earn plenty of contribution but also encourage them to spend it, keeping it in circulation, preventing too many high-contribution, high-authority individuals from appearing.

Hence, Shisui was the prime candidate to watch over the Tailed Beasts. The Mangekyō Sharingan easily overwhelmed them in raw power. And personality-wise, Shisui truly believed in the Will of Fire and longed for peace—a real outlier among the Uchiha, rather like Uchiha Kagami in the old days, someone trustworthy. Most importantly, he took responsibility seriously and was proactive—the perfect workhorse to handle the situation without costing the Alliance any resources.

Instead of a direct answer, Tobirama #1 said, "Try to submit all the details—size of the Main World delegation, schedule, where they want to visit—as soon as you can."

They knew each other too well. Not saying certain things was a sort of tacit agreement. After all, some things could be done but not openly discussed.

"All right," Tobirama #2 agreed, then added, "But hasn't that 'monkey' been on the run too long?"

"Should be about time for Kushina's due date, right?"

Those comments sounded random, but really, it was about needing more manpower. If they dragged someone else back in, it'd serve as both a fresh helper and, conveniently, a chance to apologize to that fiery red pepper they'd offended—some olive branch around Kushina's childbirth.

"I'll have Asuma go find him," Tobirama #1 said. He'd checked the travel and spending logs for Web Net passages. Sarutobi Hiruzen #1 from the Main World was currently hanging around the Future World, evidently at a hot spring in the Land of Hot Springs based on recent expenditures. Sending his son Asuma to fetch him should be no problem.

Though Nine-Tails wasn't all that threatening to the Alliance's top combatants (anyone strong enough could handle it), it was still the strongest Tailed Beast. Childbirth for a jinchūriki could be tricky if someone decided to stir up trouble. And then there was the superstitious concern: in the Hokage Chronicles, Kushina's canonically killed on the day she gives birth, so better safe than sorry.

Knock-knock-knock.

"Come in."

Two seconds after the invitation, Uchiha Shisui opened the door. He took small steps inside and spoke seriously: "Lord Tobirama, you wanted to see me?"

"Yes," Tobirama #1 answered with a smile. "The Main World's Alliance branch is sending visitors, so we need your team to help patrol the station area for a while…"

"Understood."

Shisui accepted the mission respectfully.

"So, the Main World's people will be coming here to look around in a few days?" Dan Katō asked, clearly intrigued.

He still cared about the Main World—after all, he was a reincarnated soul living and working in another dimension. Even so, he couldn't help missing his home. But Alliance duties kept him busy. And when he rarely returned, it was only to a few parts of Konoha in the Main World.

"Right. And because we'll be short-handed once we deploy some of our people to patrol, I'm worried," Shisui mused.

The Uchiha he'd brought over were mainly in charge of security. The Sharingan was great for detecting chakra-based threats, so they were basically the Alliance's expanded "police force." Bigger scope and broader responsibilities than the old Konoha Police Department, but still needed many personnel.

He'd only brought a fraction of his clan, and now they had to scramble to staff the station for an urgent assignment. That was a major headache.

"Hmm, how about I lend a hand?" Dan offered cheerfully. "I won't charge you guys any contribution. I'm free for the next few days anyway."

"Really? That's such a relief."

Shisui was touched by the unexpected offer from a coworker in their shared office. "And if you need anything, please don't hesitate to ask."

"You're too polite." Dan gave him a radiant, friendly smile.

Shisui nodded. "All right, I'll have some of my clan members in charge of that sector get in touch with you…"
