"There's one more thing," Akira said, his tone calm yet carrying a weight of authority as his gaze swept over the gathered crowd. "Our Uchiha clan's ShinTen Biotech has recently developed a drug called the Sublimation Serum. This drug has the potential to break through innate limitations and comprehensively enhance an individual's physical capabilities."
He paused, letting his words sink in before continuing, "Based on experiments, after consistent injections over three years, an individual's physical attributes can increase by one to three times. The exact improvement depends on one's innate talent."
Gasps of astonishment rippled through the room, especially from those outside the Uchiha clan.

"Meeting adjourned," Akira declared before turning to leave the conference room.
After his departure, the room's remaining elite jōnin began to disperse, murmuring among themselves.
"Nara Shikaku, Akimichi Chōza, it seems we need to encourage our clan's children to enroll in the academy," Yamanaka Inoichi remarked quietly as the trio walked together.
"Indeed. The Fifth Hokage is far more ambitious and assertive than any of his predecessors," Inoichi replied. "By my estimation, such reforms wouldn't have been expected until at least the Sixth Hokage's tenure. Yet here we are."
Chōza's deep voice rumbled in agreement. "Luckily, our clans have been fostering some promising talents. Sending them to the academy now might secure a slot for the serum."
"That will depend on how many doses Hokage-sama allocates to the academy," Inoichi analyzed.
Shikaku, ever the strategist, confidently countered, "With the Fifth's ambitions, I believe the academy's allotment will be substantial."
Inoichi's expression darkened slightly as he mused, "The ninja world is on the brink of transformation. I wonder how many ninja villages—or even nations—will survive the changes to come."
"Enough, Inoichi," Shikaku warned sternly. "Now's not the time for such talk."
"Relax," Inoichi replied with a faint smile. "We're not the only ones who can see the Fifth's grand ambitions. It's plain to all."
Returning to their respective offices, the trio began meticulously reviewing the documents Akira had distributed during the meeting.
After some time, Shikaku sighed, "The Fifth Hokage intends to redefine the role of shinobi. From now on, we won't just be tools for killing and waging war."
Looking up from his work, Inoichi grinned. "In his proposal, the Fifth described it as liberating the productivity of shinobi—helping them truly realize their potential to better Konoha."
"Liberating productivity, huh? That's an apt way to put it," Shikaku murmured thoughtfully.
Meanwhile, Chōza lounged in his seat, unfazed. Among the Ino-Shika-Chō trio, the Akimichi clan's role was predominantly combat-oriented, leaving most of the strategizing to the Nara and Yamanaka clans. All he needed to do was follow their lead.

"Hey, Kakashi, do you know why Hokage called us here?" Might Guy asked, scratching his head as he glanced around the sterile, hospital-like injection room of the ShinTen Biotech research facility. The space was filled with Konoha's elite shinobi, from youthful prodigies like Kakashi and Guy to seasoned veterans like Shikaku and Inoichi.
Kakashi, observing the room with his usual nonchalant demeanor, cast Guy a sideways glance.
"Didn't the messenger tell you?"
"Well, they mentioned something about a serum," Guy admitted sheepishly, rubbing the back of his head. "But I was in the middle of my challenge to handstand-walk around Konoha 500 times, so I didn't really pay attention…"
Suppressing a sigh, Kakashi explained, "We're here to receive injections of the Uchiha clan's latest innovation—the Sublimation Serum. It's designed to break through our natural limits and raise our potential."
Guy's eyes lit up. "Amazing! Truly befitting of Hokage-sama's vision!"
Kakashi shrugged. "It is impressive. A serum that enhances one's upper limits would undoubtedly be priceless if sold. But it's being distributed to us for free, courtesy of Hokage-sama."
At this, Guy suddenly grew anxious and fumbled for his wallet. Peeking inside, his expression fell.
"I'm broke…"
Turning to Kakashi with pleading eyes, he stammered, "Kakashi, could you lend me some money for the serum? I'll work hard on missions to pay you back!"
Kakashi pinched the bridge of his nose. "Guy, it's free. Hokage-sama has already covered all the costs."
"Hokage-sama!" Guy's eyes brimmed with tears of gratitude.
Watching Guy's dramatics, Kakashi muttered, "Besides, you might not have many missions left to earn from."
"What?" Guy asked, bewildered. "Why not?"
Kakashi, already resigned to his friend's cluelessness, explained, "The Hokage is planning significant reforms. Soon, our income won't primarily come from mission commissions. Shinobi will be taking on entirely new roles."
Though Guy's brain struggled to keep up, he eventually nodded along, still unsure what Kakashi meant.
