Chapter 179: Chapter 179: Dispute



As Tsunade headed toward the Hokage's Office, Konoha's Anbu arrived ahead of her to deliver the intel to Uchiha Akira.

Knowing Tsunade was on her way, Shikaku suggested, "Hokage-sama, perhaps we should excuse ourselves?"

"There's no need," Akira replied with a shake of his head. "Let her come. Today, we finalize the appointments for the department heads. The reforms must be implemented as soon as possible."

Hearing this, both Shikaku and Yamanaka Inoichi abandoned any thoughts of leaving.

Not long after, Tsunade burst into the Hokage's Office like a whirlwind.

At the sight of Akira, her heart tightened. She couldn't sense the limits of his strength—it was as if he were a boundless abyss.

In the past, the only person who had given her this feeling was her grandfather. As for Uchiha Madara, she had never met him.

Tsunade exclaimed, "Fifth Hokage, they say seeing is believing. Now that I've met you, I truly feel like my generation is nothing more than relics of a bygone era."

"Tsunade-sama," Akira greeted with a smile as he stood. "You've returned at just the right time. The village needs you now more than ever."

Tsunade waved her hand dismissively.

"Let's not talk about that for now. I hear you're planning sweeping reforms for the village?"

"That's correct," Akira confirmed. "The current administrative structure of Konoha is inefficient and outdated. It no longer aligns with the demands of the modern era. Konoha must innovate to secure its future."

Tsunade raised an eyebrow but refrained from commenting directly. Instead, she said, "Can I see your reform proposal?"

"Of course," Akira said, gesturing to Shikaku to hand over the documents on his desk.

Tsunade took the folder and began reading through the detailed plans.

For a long while, she silently browsed the document, her frown deepening as she went. Finally, she looked up sharply, her gaze fixed on Akira.

"You," she began, her voice low and cold. "Do you have any idea what you're doing? This proposal outright denies the system my grandfather created—the one-country, one-village system!"

From the details of the proposal, it was clear that once the reforms were complete, Konoha would no longer need the Fire Daimyō. The village would effectively become the true leader of the Land of Fire. Without power, the Daimyō would either fade into irrelevance or become a mere figurehead.

Before Akira could respond, Tsunade's face darkened further.

"Your ambitions are far too grand. Do you intend to destroy all the nations in the shinobi world? Do you want Konoha to become the enemy of every village? Are you prepared to drag the entire world into war? To burn everything to ashes?"

Shikaku and Inoichi stood to the side, their expressions calm as they avoided eye contact, staying out of the heated exchange. They, too, had realized the extent of Akira's ambitions. However, they also saw the potential for success. Even if only part of his vision were realized, Konoha would grow far stronger than any other nation—a true superpower.

Akira's expression remained serene.

"Tsunade-sama, times have changed. Decades ago, the one-country, one-village system established by the First Hokage may have been the most suitable for that era. But today, it's obsolete."

"And what makes you think the system is no longer suitable?" Tsunade demanded.

Akira smiled faintly. "In truth, I've always thought the one-country, one-village system was flawed from the beginning. I've never understood why the First Hokage didn't use his overwhelming strength to unify the Five Great Nations under a single regime."

"You—!" Tsunade's face turned red with anger as she pointed at Akira. "A regime built on brute force would never last! If my grandfather had done that, it would have collapsed after his death, plunging the world into chaos!"

"And yet, haven't wars erupted regardless?" Akira replied calmly. "Whether through unity or division, conflict is inevitable, isn't it?"

Tsunade was momentarily at a loss for words.

"Moreover," Akira continued, his tone even, "when the First Hokage distributed the tailed beasts to other villages, didn't he inadvertently increase the scale and intensity of future wars?"

Tsunade's fists clenched.

"If the tailed beasts had remained under Konoha's control," Akira said with a shrug, "would the other villages have dared to provoke us so easily?"

"Admit it, Tsunade-sama: the one-country, one-village system didn't reduce the burden of war—it amplified it. Children were sent to the battlefield during the Warring States period, and even now, they're still sent to fight. Has anything fundamentally changed?"

"That's not true!" Tsunade shook her head vehemently. "After the one-country, one-village system was established, the shinobi world enjoyed a rare period of peace. That's an undeniable fact!"

"That peace existed only because the First Hokage was alive," Akira countered, his gaze piercing. "He was the God of Shinobi, a man with divine power. As long as he willed peace, the world had no choice but to comply. But after his death? The First Great Ninja War began almost immediately."

Tsunade's expression faltered.

"The reality is, the one-country, one-village system is an outdated, regressive structure that hinders progress," Akira concluded firmly.

"Your ideas are dangerous," Tsunade warned. "Following this path will inevitably lead to an unprecedented war. The entire world will be engulfed in flames. Have you considered what happens if we lose?"

"We won't lose," Akira said, his voice steady and resolute. "We can't lose. This is our only path forward. If we fail, the shinobi world will truly be destroyed."

Tsunade's face darkened. "What do you mean by that? Are you saying you'd destroy the world if you lose?"

Shikaku and Inoichi exchanged uneasy glances. Akira's words carried implications they hadn't anticipated.

It was clear that Akira held cards they weren't aware of—cards that could change everything.
