Chapter 2: Chapter 2: The Angry Kazekage



Shindai was pacing around his home, eyeing his puppet, 'Shinmugetsu.'

Like humans, 'Shinmugetsu' had a metal skeleton, which meant that its movements could be very precise.

Earlier, Shindai had installed a missile in the left arm of 'Shinmugetsu,' and in the right arm, he had placed a poison-coated ninja blade. He also equipped the joints with retractable poisoned blades, along with various small devices that could release techniques through ninja scrolls.

The chest of 'Shinmugetsu' was loaded with numerous poisoned kunai.

Additionally, Shindai had filled 'Shinmugetsu' with sand iron.

The sand iron was infused with Shindai's chakra, allowing him to manipulate it like an extension of his own body.

What Shindai was most proud of, however, was the material he had developed, which resembled human skin almost perfectly. This gave 'Shinmugetsu' an appearance nearly identical to a human's.

However, upon closer inspection, there was a noticeable difference—human skin has pores, but the synthetic material did not.

Furthermore, combining the limited knowledge he had learned from Sunagakure with the insights in his mind, Shindai had successfully created a driving mechanism, control system, and power supply inside 'Shinmugetsu.'

This meant that as long as the puppet was fully charged, it could act independently.

However, the system had many flaws. It could only perform simple tasks and could not act autonomously outside of Shindai's control.

Also, it needed ten hours of charging to run for only three minutes, along with various other issues.

This was the limit of what Shindai could achieve for now, given the poor research conditions he had to work with. He was unable to conduct proper research or improvements.

But Shindai wasn't content with just this.

He aimed to develop scientific ninja tools that would only emerge in the future.

He envisioned a tool that would store the chakra needed to cast a jutsu and, when loaded into a small scroll, could release the technique sealed within it—far more convenient than a traditional ninja scroll.

If Shindai could create this, it would significantly enhance 'Shinmugetsu.'

However, what troubled Shindai was his lack of relevant knowledge and resources. Even if he had the information, Sunagakure couldn't support his research due to their poverty.

Shindai was also intrigued by the fact that only Sasori could create human puppets, specifically those with a chakra core.

Sasori could turn the dead into human puppets with a chakra core, preserving the individual's jutsu and bloodline abilities.

However, in Shindai's view, Sasori's human puppets were only notable for the chakra core, which allowed the puppet to use the original user's jutsu and bloodline techniques. Beyond that, Sasori's creations couldn't compare to his 'Shinmugetsu.'

This was because Sasori's human puppets focused on the strength the individual had in life, while Shindai focused on the puppet itself.

Shindai dared not approach Sasori, as the creation of human puppets was a secret. If he recklessly approached Sasori, he'd likely be killed.

Moreover, the process of creating human puppets was certainly gruesome and cruel, which made Shindai uneasy.

"Sigh... I really want to meet Orochimaru. Though he's cruel too, he can create things like the Mecha-Naruto. A scientist like that, if I could exchange ideas with him, I'm sure it would be fruitful."

Shindai sighed. He never used to feel lonely, but now, inexplicably, he felt a bit isolated and wished he could find someone with similar goals to talk to.

Feeling somewhat tired, Shindai ate a few pieces of bread, drank some water, and then lay down to sleep.

Meanwhile, in the Kazekage building of Sunagakure, a meeting was underway.

The Third Kazekage, Chiyo, Ebisuzawa, and other high-ranking officials of Sunagakure were present.

Ebisuzawa spoke in a deep voice, "According to my intelligence reports from various nations, the entire ninja world is in turmoil. Many years have passed since the last war, and the great nations have fully recovered and are now preparing for further conflict."

The Third Kazekage furrowed his brows, "Preparing for further conflict? Are you saying that local conflicts might soon escalate into a full-scale war?"

Ebisuzawa nodded, "Exactly. It's only a matter of time before a spark ignites a full-scale war."

Chiyo sighed, "It's been just a few years since the Second Great Ninja War, and now we're facing another war. Our Country is no match for the other great nations. Our environment is harsh, we lack resources, and we haven't even fully recovered yet. How are we supposed to fight this war?"

The Third Kazekage's expression darkened.

While the Land of Wind was one of the Five Great Nations, it was by far the weakest in terms of population, military strength, economy, and resources compared to the others.

Moreover, after the Second Great Ninja War, their Daimyo had proposed disarmament.

The Third Kazekage had fought hard to prevent the disarmament, and although he succeeded in stopping it, the results were far from ideal.

The Daimyo had only provided the minimum budget for the military, leaving the Third Kazekage to figure out how to fund the rest.

The Third Kazekage knew all too well that he couldn't afford to skimp on ninjas. The only way Sunagakure could grow stronger was by making sure its ninjas were strong.

So, to raise funds for the military, the Third Kazekage had sleepless nights, doing whatever dirty or menial tasks he had to do as long as it earned him money.

Suddenly, he slammed his fist on the table, anger flaring, "That short-sighted fool! He deserves to die!"

The high-ranking officials in the room jumped, startled by the outburst. They exchanged confused looks, not understanding why the Third Kazekage was so worked up.

Chiyo asked, "Kazekage-sama, what's the matter?"

The Third Kazekage gritted his teeth, "If only the Daimyo had given us the proper military budget, we would have already trained a group of ninjas ready to fight. This Third Great Ninja War is our opportunity!"

"Because the other four great nations won't attack us, if we join the war, everyone will want to cooperate with us. Aside from the rewards, we would definitely profit greatly. This is such a golden opportunity, and it's slipping away from us!"

Chiyo and Ebisuzawa immediately understood why the Third Kazekage was so angry.

Sunagakure was so poor that even if the other great nations attacked them, they would gain nothing from it. They wouldn't bother attacking a nation that offered no rewards.

However, the four great nations feared that Sunagakure might attack them, and as a result, they would be eager to cooperate with the Wind Country to prevent attacks from Sunagakure's ninjas.

After all, those with nothing to lose wouldn't hesitate to snatch up even a single worn-out shoe.

But now, Sunagakure hadn't yet recovered its strength, and with insufficient funds, their current ninja force wasn't enough to compete in a war.

Due to the lack of money, a tremendous opportunity to profit had slipped through their fingers.

This was why the Third Kazekage was so enraged.
