Chapter 3: Chapter 3: Undercover Scheme



Inside the Kazekage Tower's Conference Room

The Third Kazekage was seething with anger over the missed opportunity caused by the Daimyō's refusal to allocate military funds to Sunagakure.

One of the high-ranking officials asked, "So... are we participating in this war?"

Gritting his teeth, the Third Kazekage replied, "Of course we are! Even if there's no opportunity, we must create one. Right next to us lies the resource-rich Konohagakure. Once full-scale war erupts, Kumogakure and Iwagakure will undoubtedly target Konoha first.

That means we must find the right moment—when they're locked in battle—and seize our share from Konoha!"

Ebizō spoke up, "Your plan is good, but Konoha has a new problem: the Yellow Flash. He has fought against the Third Raikage's son and the Eight-Tails Jinchūriki multiple times without losing, even gaining the upper hand. Konoha is filled with powerful shinobi. Even if we want to play the role of an opportunist, we may have to pay a heavy price."

The Third Kazekage remained resolute. "That doesn't matter. As long as the benefits outweigh the losses, we have no reason to back down."

Ebizō then proposed, "I believe we should send someone to infiltrate Konoha as a spy. The Third Kazekage's eyes lit up. This was indeed a promising idea.

However, his expression soon darkened. "That's easier said than done. How are we supposed to plant a spy inside Konoha? War hasn't fully broken out yet, but tensions with Kumogakure and Iwagakure are rising. Konoha is surely on high alert for enemy infiltrators."

Ebizō's tone grew serious. "That depends on whether you're willing to make a sacrifice, Third Kazekage."

The Third Kazekage narrowed his eyes. "Speak plainly, Elder Ebizō."

Ebizō nodded. "To get Konoha's attention, the bait must be something highly valuable—something they can't ignore. Our ninjutsu and secret techniques are of little interest to Konoha.

But Kekkei Genkai... now that's something they might covet. If you're willing to part with one of our Kekkei Genkai users, we could use them as bait to infiltrate Konoha."

The Third Kazekage's expression grew even more solemn. "Kekkei Genkai... we don't have many bloodline limit users in Sunagakure. And even if Konoha desires them, they wouldn't accept someone we send directly. That would be too suspicious, especially in these tense times."

Ebizō shook his head. "Of course, we can't just hand them over outright. It has to be done strategically. Here's my plan:

Iwagakure is waiting for an opportunity to strike Konoha, and Konoha knows this. We can propose an alliance with Iwagakure, offering one of our Kekkei Genkai users as a sign of good faith and in exchange for much-needed supplies—kunai, explosive tags, and other resources.

Ōnoki, the Third Tsuchikage, is a greedy man. He won't pass up an opportunity to secure a non-aggression pact with us, especially with war looming. And since we'd be giving him a Kekkei Genkai user at no real cost to him, he's certain to agree.

Meanwhile, we will 'accidentally' leak information about the transaction to Konoha. Naturally, Konoha will attempt to intercept the transfer and 'rescue' the Kekkei Genkai user. If Konoha succeeds, they will treat the individual as a valuable war trophy—an asset rather than a threat.

This will allow our spy to enter Konoha seamlessly.

Sunagakure was simply too weak right now. Any opportunity, no matter the risk, had to be taken.

"I approve of Elder Ebizō's plan," he declared. "What does everyone else think?"

Chiyo set her teacup down and nodded. "I agree."

The other advisors also voiced their support.

The Third Kazekage immediately announced, "Then we will proceed with this plan. Once this meeting concludes, I will draft a formal letter proposing an alliance with Iwagakure and send it to Ōnoki as soon as possible."

Ebizō added a final reminder. "One more thing, Kazekage-sama. The Kekkei Genkai user we choose must be absolutely loyal to Sunagakure. Also, to prevent Konoha from extracting information through genjutsu or mind-reading techniques, we must take precautions."

Chiyo spoke up, "For that, we can use the 'Subconscious Sand Seal' technique.

However, since the war is approaching and we need this spy to provide intelligence, it's best to set it as a triggered seal. If their mind is invaded, the seal will automatically release, restoring their full memories."

Ebizō nodded. "That settles it. Do you have a candidate in mind, Kazekage-sama?"

"The fewer people who know, the safer our spy will be. If too many are aware, the risk of exposure increases.

Even those responsible for delivering the 'prisoner' to Iwagakure should be kept in the dark. They must believe it's a simple trade. If necessary, they should be prepared to die for the mission without ever knowing the truth."

The Third Kazekage nodded solemnly. "I understand. I'll handle the selection personally.

This meeting is now adjourned. From here on, we move forward with the plan."
