Having made his decision, Charlotte sketched out the design for the Mosin-Nagant rifle and handed it to Caesar Clown.

"You have three days. Don't disappoint me," Charlotte said, handing over the blueprints.

"Yes, Mr. Charlotte! I'll have it ready!" Caesar replied eagerly.

With that task delegated, Charlotte found himself restless. He wandered around Kami Island during the day, observing his people and projects. At night, he was busy expanding his family—painful yet satisfying work, he thought.

The peace was interrupted one morning when Carter came running, holding a newspaper.

"Captain! Big news! Something big has happened!" Carter shouted.

Charlotte rushed out of his villa.

"What's going on?" he asked.

"Shiki the Golden Lion is going to fight Edward Newgate, the Whitebeard!" Carter said, panting.

"What?" Charlotte snatched the newspaper from Carter's hands.

"The Flying Pirates Aim at the Whitebeard Pirates!"

Charlotte read the headline and felt a wave of anger and shock.

"Has Shiki lost his mind? He dares provoke Whitebeard while being watched by the Admirals?"

Charlotte couldn't believe it. The fragile balance of power in the New World was about to shatter.

"Prepare the ship! We're setting sail immediately!" Charlotte ordered.

Marine Headquarters

"Summon all senior officers to the Marshal's office immediately!" Cyborg Kong commanded.

The meeting room quickly filled with top-ranking officers: Admiral Zephyr, Chief of Staff Tsuru, and eight elite vice admirals.

"You've all seen the latest news," Kong began, holding up the newspaper. "This conflict between Shiki and Whitebeard is our golden opportunity to reclaim the New World!"

His fist slammed on the table as he spoke, his face flushed with determination.

Rocks had snatched the New World from the Navy during Kong's tenure. It was a stain on his career, and he was determined to erase it.

"Marshal, give the order!" the officers responded in unison.

"I order Sengoku and Zephyr to lead a fleet of ten warships into the New World. Coordinate with eight vice admirals. Wait until the Whitebeard Pirates and Sky Pirates are both weakened, then strike with full force. I want the Navy flag flying in the New World again!"

"Yes, sir!"

"Tsuru, recall Garp from his leave. He's been gone for two months. We need him back to manage the first half of the Grand Line. We can't allow anyone to exploit this opportunity."

"Understood, Marshal."

Kong turned back to the officers. "Remember, don't act until both pirate crews are at their weakest. This is our chance to turn the tide."

Windmill Village, East Blue

In the tranquil Windmill Village, Garp lounged on a beach chair, wearing a floral shirt, sipping coconut juice, and munching on donuts. Nearby, his son, Dragon, was punching boulders under the hot sun.

"Come on, Dragon! Use your strength! You're the future strongest marine. Don't embarrass me!" Garp shouted, stuffing another donut into his mouth.

"Damn it, Dad!" Dragon growled, his fists bleeding as he continued punching.

Suddenly, the Den Den Mushi rang. Garp picked it up.

"Moshi moshi! Garp, your vacation is over. Get back to Marine Headquarters immediately. There's trouble in the New World," Tsuru's voice said urgently.

"What? My vacation isn't over yet! I've got five days left!" Garp protested.

On the other end, Tsuru sighed deeply.

"Stop complaining, Garp. This is important. Shiki and Whitebeard are about to clash. We need you back now!"

"Fine, fine," Garp grumbled, hanging up. He turned to Dragon.

"Keep punching those rocks. I'll be back to check on you later!"

Dragon glared at him but said nothing as Garp hurried off to catch a ship.

Meanwhile, on the floating islands of the Sky Pirates, Shiki reveled in his plans.

"Prepare the fleet!" Shiki ordered. "We're going to show Whitebeard who rules the New World!"

His subordinates cheered, unaware of the storm brewing around them.

Unbeknownst to them, the Navy, Whitebeard, and Charlotte were all preparing to make their moves. The New World was about to erupt into chaos.
