"These are the 27 pirate captains who've responded to our signal," she said. "Each from a different sea. Most are neutral. A few… dangerous."
Lucien leaned back against the rail. "You forgot to add sexy. Dangerous and sexy."
Rin ignored him, sharpening both blades. "Which of them can be trusted?"
Sera pointed to the list.
Captain Howl of the Stormgale Raiders, a former ally of the Revolutionaries.
Jinru the Silent, an ex-Warlord who vanished after the fall of the World Government.
Dalia "Moonscar", a sky pirate who rides cloud serpents and hates every Navy ship ever built.
Kiba D. Rowe, a survivor of God Valley, last known bearer of a fractured Will of D.
Lian nodded. "Bring them all."
Location: The Isle of Free Tides
An unclaimed, moving island. Once a Pirate Market. Now converted into a neutral zone.
The Red Spirit docked under a blazing sky.
Already, ships surrounded the isle—sails painted with wolves, thunder, moons, even dragons.
Lian walked at the front, wearing no crown, no cape—just the original hat on his back and the fire in his steps.
They entered the old council hall—now restored with crimson banners and a long table carved from sunken shipwood.
He didn't sit at the head.
He stood.
And said:
"I didn't come to be a king.I came to burn down the old walls and let the sea breathe again.If that means war—fine.If it means truth—better.But I won't do it alone.So if any of you still believe freedom is worth bleeding for...then stand with me. Or leave."
Silence.
Then Dalia stood. "I'll burn ships with you."
Then Kiba. "I remember Gol D. Roger's eyes. You've got his fire."
Then, one by one, the others rose.
And just like that—
The Alliance of the Free was born.
Meanwhile – A Secret Visitor Arrives
As the council roared with cheers and sake, a small skiff approached the rear of the isle under cloaking mist.
A figure stepped ashore, cloaked in tattered black. One arm was missing. A long blade rested across his back.
He entered silently, walking past guards like a ghost.
When he reached the edge of the council chamber, Rin spotted him first.
"…Wait. That aura…"
Lian turned.
The cloaked figure pulled back his hood.
A scarred face. Green hair streaked with silver. One eye closed.
"Yo… Luffy's brat, right?"
It was Roronoa Zoro.
Reunion of Steel and Fire
The chamber fell into stunned silence.
Lucien's jaw dropped. "Wait—is that—?"
Rin took a step forward. "Zoro-senpai…"
Zoro smirked.
"Old man told me to watch the world while he rested. I got tired of waiting. Figured it was time to check in."
Lian ran toward him—then halted awkwardly.
Zoro raised an eyebrow.
"…You gonna hug me or fight me?"
Lian grinned.
"I was thinking both."
Flashback: Zoro and Luffy's Last Words
In a quiet memory tucked away inside the hat, Zoro had left one last message for Luffy's heir.
"If the world breaks again…You don't need to hold it all.Just keep cutting a path for the ones behind you."
Back in the Present
Zoro stood beside Lian at the table now.
"You've got the hat, the fire, the crew… but you're still missing one thing."
"What?"
Zoro grinned.
"A war that proves you deserve it."
