Although T'Challa's running speed wasn't slow, the bullets were evidently faster. Bullets immediately hit his body and surroundings.

"Permission granted to use all weapons. Stop the target at all costs. I'll immediately request backup," Dubois instructed.
After giving his orders, Hendel Dubois immediately dialed the office of Director Nick Fury.
At this moment, Nick Fury had just finished examining the frozen Captain America, Steve Rogers. He learned from the scientific team that Rogers was indeed still alive and that natural melting was the safest option to minimize harm.
However, Fury ordered immediate body checks and blood sampling from Rogers after melting, without compromising his well-being.
If it weren't for information from Kabuto, informing him that Rogers might wake up anytime after the ice melting, Fury even considered cutting off a few pieces of flesh from Rogers for research.
The office phone rang, and Nick Fury answered it immediately.

"The target is suspected to be either an enhanced individual or someone who has injected the serum. He is carrying two briefcases, suggesting he might have purchased two doses. We're attempting to intercept him and we need support."
Upon hearing Hendel Dubois's report, Nick Fury's expression also changed. "You've finally shown yourselves."
Since the last failed interception, S.H.I.E.L.D. hadn't been able to track any information about the target.
Fury sensed something fishy about this situation. However, this time they couldn't afford to let the target slip away, especially hearing that the target might have injected the strength-enhancing serum and purchased two more doses.
"Do your best to intercept him. If you can't, don't lose sight of the target." Fury ordered.
After hanging up the phone, Nick Fury immediately notified Hawkeye Barton and Kabuto, sending them for support.

The special task force and agents, upon receiving authorization from Hendel Dubois, immediately pulled out their assault rifles and opened fire.

Meanwhile, inside the building, the members of the special task force reported, "Sir, the target's speed is too fast for us to keep up."
