From the safety of Trudheim Manor, Thor observed the chaos with a satisfied smirk. "What a beautiful sight," he remarked casually.

Skye, looking like a guilty child caught red-handed, peeked out from behind Thor and stuck out her tongue. "Sorry…"

Thor chuckled, clearly unbothered by her scolding. "Relax, Peggy. You're not even American—why are you so worked up? Besides, even Nick Fury hasn't come to see me. Do you know why?" He leaned back, his tone turning serious. "Because he agrees with me. He hates these politicians and their games as much as I do. They need to understand the consequences of their actions."
Peggy crossed her arms but said nothing. Deep down, she knew Thor was right. The Council's blatant disregard for public safety had sown the seeds of its own destruction.
"If you do wrong," Thor continued, "you should face the consequences. Chaos is temporary, but it can lead to something better—justice. Yesterday, they called me a tyrant. Today, I'm a savior. The people trust the Avengers far more than they trust the Council."
Meanwhile, the chaos in the U.S. didn't deter Tony Stark, who had finally tracked down Steve Rogers and Bucky Barnes. After enduring a harsh reprimand at the Raft prison, Tony learned of their location and immediately set out, ignoring the unfolding domestic unrest.
Deep in the frozen wilderness of Siberia, Steve and Bucky explored an abandoned Hydra base. They had hoped to find answers but were instead greeted by the sound of footsteps. Turning, they found Tony entering the base, hands raised in a gesture of peace.
"Hey," Tony said, his voice surprisingly calm. "Don't shoot. I'm not here to fight."
Steve lowered his shield cautiously, stepping forward. "Nice to see you, Tony."
"Yeah, you too," Tony replied, though his tone carried a mix of exhaustion and resignation. He glanced at Bucky, who remained tense but refrained from raising his weapon. "Relax, I didn't call Ross. I'm here because I want answers."
Together, the trio ventured deeper into the base. They didn't notice the shadow trailing them—a silent figure moving with purpose.
T'Challa, having learned the truth about Zemo from Banner, had also arrived at the Hydra facility. Driven by a need for justice, the Black Panther stalked his prey, his focus unwavering.
Inside the base, Steve, Tony, and Bucky discovered rows of cryogenic pods. Inside were the other Winter Soldiers, or at least what remained of them. The pods were empty, their contents—lifeless bodies—discarded like trash.
Before they could process the scene, a cold voice echoed through the chamber. "Do you really think I needed those soldiers?"
They turned to see Zemo standing behind a reinforced glass door, his expression unreadable.
"No," Zemo continued, stepping into view. "Their only purpose was to lure you here."
Steve's jaw tightened. "You orchestrated the Vienna bombing. You killed innocent people to bring us here?"
Zemo's gaze was icy. "You're clever, Captain. But you're still thinking too small."
Tony, now recognizing Zemo as a Sokovian, asked sharply, "This is about revenge, isn't it? Sokovia was destroyed. You want to punish us for that."
