"The nine Tailed Beasts in the shinobi world today were created when the Sage of Six Paths split the Ten-Tails' chakra into separate entities. To revive the Ten-Tails, all nine Tailed Beasts must be gathered," Katsuyu said softly.

"As for the Infinite Tsukuyomi," Katsuyu continued, "I'm not entirely sure about the details. However, it's undoubtedly a dangerous technique. Perhaps Gamamaru the Toad Sage, who was friends with the Sage of Six Paths, knows more."

"Gamamaru?" Tsunade questioned.

"The founder of Mount Myōboku—the old toad," Katsuyu clarified.

"Forget it. Jiraiya is probably still recovering and out of contact," Tsunade said, shaking her head. She turned her gaze back to Uchiha Akira. "Do you know the specifics, Fifth Hokage?"

"The Infinite Tsukuyomi is a grand genjutsu—a technique that only a Ten-Tails Jinchūriki can use. It traps all living beings in an illusory world of their own, leading them into a dream-like state," Akira explained.

"All living beings? The entire planet?" Tsunade pressed, her frown deepening.

"Exactly." Akira nodded. "According to the records, once someone becomes the Ten-Tails Jinchūriki and awakens the Rinne Sharingan, they can cast this genjutsu by projecting it off the moon."

"Records? What records? And what is this Rinne Sharingan?" Tsunade asked, astonished.

Akira smiled faintly, noticing the curious stares directed at him, including Katsuyu's.

"The Uchiha clan has an ancestral stone tablet. It can be deciphered based on the level of Sharingan one possesses. It contains many secrets, including this."

"Perhaps the Senju clan has something similar," Akira added, casting a meaningful glance at Tsunade.

Tsunade raised an eyebrow. "And this Rinne Sharingan—is it a special kind of eye, like the Sharingan or the Byakugan?"

"I don't know exactly, but it's undoubtedly related to the Ten-Tails Jinchūriki. The Infinite Tsukuyomi is an ultimate genjutsu only they can use," Akira replied.

Tsunade clenched her fists. "If this genjutsu is cast, does that mean the entire shinobi world is doomed?"

"Indeed," Akira said calmly. "Every living thing will perish, and the world will come to an end."

Tsunade's face darkened. "The Akatsuki's leader, Nagato—he must be insane."

"Who knows?" Akira shrugged. "Maybe he's lost all hope in this world. He's already a madman."

Tsunade glanced between Katsuyu and Akira before asking, "If it comes to that, is there any way to resist the Infinite Tsukuyomi? The Sharingan has strong genjutsu resistance—can it counter this?"

Akira shook his head. "It's impossible. The power of the Ten-Tails Jinchūriki is on the level of the Sage of Six Paths—an entirely different dimension of strength. We cannot resist it with our current capabilities."

"Are you certain?" Tsunade pressed, unwilling to give up.

"For now, resisting it directly is out of the question," Akira confirmed.

"If that's the case, why not unite with the other villages to fight the Akatsuki? Instead, you're pushing them into opposition. Let's be honest—your real goal isn't just to defeat the Akatsuki, it's to unify the shinobi world, isn't it?" Tsunade accused.

Akira smiled. "They're not worth uniting with. Their power is negligible against the Akatsuki. I also don't want to waste time managing their involvement."

"So all Uchiha are this arrogant?" Tsunade snapped. "Do you think you alone can overpower the entire shinobi world?"

"Who said it's just me?" Akira chuckled. "Tsunade-sama, Konoha has no shortage of top-tier strength. This reform is only to produce more capable leaders."

Tsunade's eyes widened. "Are you saying Uchiha Fugaku and Uchiha Shisui can reach your current level?"

Nara Shikaku and Yamanaka Inoichi exchanged delighted looks. For them, a stronger Konoha meant a brighter future.

"With time, yes, but not too long," Akira confirmed.

"No wonder you're so confident. If it were Sensei, he might have thought the same," Tsunade murmured, realizing that Akira's confidence stemmed from genuine power.

"Years of conflict have left the shinobi world in chaos. In just fifty years, we've had four great ninja wars. Wars may be unavoidable, but they shouldn't be constant. We need growth," Akira declared firmly.

"Maybe you're right," Tsunade admitted with a sigh. Konoha, as it stood, might truly be capable of facing the entire shinobi world alone.

"How about it, Tsunade-sama? Stay and help Konoha develop," Akira suggested with a smile.

"I can't stop you, nor do I want to. After all, I am part of Konoha," Tsunade said after a long pause. Her voice grew resolute as she continued, "Fine, kid! Give me the position of Head of the Medical Department. You just focus on collecting funds!"

"The position is yours, Tsunade-sama," Akira replied.

Nara Shikaku chuckled. "Tsunade-sama, that position was always meant for you."

"Seems like you've all planned this out," Tsunade muttered.
