Tsunade stayed for a while before leaving. In her absence, Akira, Shikaku, and Inoichi continued their discussion in the office.
The three deliberated until the afternoon, finally deciding on the key personnel for each department.
As Shikaku and Inoichi were about to leave, Uchiha Akira spoke up:
"Shikaku, when you have time, draft a notice to Sunagakure and Takigakure. The gist of it should be that the Akatsuki's existence and motives are too dangerous. We ask them to send the One-Tails and Seven-Tails jinchūriki to Konoha under the pretext of protecting them to prevent the destruction of the world."
Nara Shikaku paused, considering his words. "Hokage-sama, I doubt they'll agree. Rasa is an ambitious man, and while Takigakure has declined, it once had its own glory."
"It doesn't matter," Akira replied with a smile. "It's worth a try. Even if they don't send the jinchūriki, getting them to hide their jinchūriki better would still be a success."
For Akira, the main goal was ensuring the Akatsuki didn't obtain the jinchūriki. If he could pinpoint their locations, he would have acted already to secure them himself.

"I'll handle this matter promptly," Shikaku replied solemnly.
After leaving the Hokage's office and returning to his own, Shikaku and Inoichi exchanged smiles.
Inoichi couldn't help but tease, "Shikaku, you've really hit the jackpot this time. Who would have thought the Fifth Hokage would appoint you as his advisor? You're now part of the village's core decision-making team!"
Shikaku smiled faintly.
"I didn't expect it either. It completely caught me off guard when the Fifth Hokage gave me such an important role."
"Haha, but knowing the Fifth's leadership style, you're going to have your hands full in the days ahead," Inoichi said with a laugh.
Shikaku patted Inoichi's shoulder with a smirk. "As if you'll be free to relax,."
Inoichi chuckled bitterly. After the reforms, the Hokage delegated many responsibilities to subordinates, only handling major decisions personally.
For those who now carried these responsibilities, like Shikaku and Inoichi, the workload was about to skyrocket.
After a moment of seriousness, Inoichi asked, "What do you think about today's discussion, Shikaku?"
"Akatsuki's leader, Nagato, aims to revive the Ten-Tails and become its jinchūriki," Shikaku replied thoughtfully. "Whether he'll use the Infinite Tsukuyomi, though, remains uncertain."
Inoichi nodded. "Even if it's just becoming the Ten-Tails' jinchūriki, that alone is unacceptable. We must do everything in our power to stop him!"
Based on what Akira and Katsuyu had said, the Ten-Tails jinchūriki would wield a power from another dimension, far beyond what the current shinobi world could contend with.
Not even the Fifth Hokage, Uchiha Akira, nor the First Hokage, Senju Hashirama, could match it.
"That's why the Fifth Hokage suggested asking Sunagakure and Takigakure to send their jinchūriki here. If we control them, Akatsuki's plan to revive the Ten-Tails will fail," Shikaku explained.
"If Konoha were fully prepared, I suspect the Fifth Hokage would personally retrieve their jinchūriki by force," Inoichi said in a low voice.
Shikaku nodded in agreement, murmuring, "It's inevitable. The Fifth Hokage isn't one to play by the old rules. He understands that power stems from force and prefers using it to break the rules and create new ones."
"I just wonder if having such a leader is good or bad for Konoha and the shinobi world as a whole..." Shikaku said, a trace of uncertainty in his voice.
Inoichi, however, was resolute. "At this point, we can only ride this new era's ship and brave the waves until we reach the unknown shore."
That evening, a private notice was sent to Sunagakure and Takigakure, addressed personally to the Kazekage and Takikage under the Hokage's name.

Sunagakure, the next day
In the Kazekage's office, Rasa sneered as he read the letter handed to him.
"Uchiha Akira," he scoffed. "Barely seated in the Hokage's chair, and already he dares covet our One-Tails. Such delusions!"
He crumpled the letter into a ball and tossed it into the trash.
"The One-Tails has always been Sunagakure's. Konoha can keep dreaming!"
"What Infinite Tsukuyomi, what Ten-Tails jinchūriki—does he take me for a fool? This is just a flimsy excuse to get his hands on our tailed beast," Rasa spat disdainfully.
Still, he couldn't dismiss the Akatsuki's interest.
"Strengthening Gaara's protection is essential. Both Akatsuki and Uchiha Akira are after the same thing—tailed beasts. I can't let them take Gaara."
The One-Tails Shukaku was Sunagakure's treasured legacy and couldn't be lost. However, Rasa also lamented the difficulties it brought.
"Shukaku's abilities in Magnet Release and sealing are remarkable, but our village's sealing techniques aren't advanced enough to keep it stable," he thought with a sigh.
Unlike his predecessor Bunpuku, who was a monk capable of coexisting peacefully with Shukaku, Gaara was too young and volatile. The seal's instability meant the risk of Shukaku rampaging grew with each passing day.
Resolved, Rasa began writing instructions to increase security around Gaara. Moments later, the message was sent out, heading straight for Konoha.
